1 Timothy 2:4-6, "Who will have all men to be saved, and to come to the knowledge of the truth.  For there is one God, and one mediator between God and men, the man Christ Jesus;  Who gave himself a ransom for all, to be testified in due time."

God will have all men to be saved from the death conditions that came upon all because of father Adam's disobedience. The whole race is in a dying condition with the vast majority in the tomb. So the Lord will have "all," "every man," saved from this condition of death and resurrected. 

All will eventually come to the knowledge of the truth.  In order to teach mankind the truth about God and His plan through Jesus, it will be necessary to resurrect them from the grave. Few people have come to the knowledge of the truth in this present life. Jesus, Himself, stated on one occasion, "Strait is the gate and narrow is the way which leadeth unto life; and few there be that find it".  

But in the resurrection during Christ's 1,000 year reign, all will be taught God's wonderful law of righteous love. Jeremiah 31:33-34 (NKJV), "But this is the covenant that I will make with the house of Israel (and eventually all mankind) after those days (Armageddon), says the LORD: I will put My law in their minds, and write it on their hearts; and I will be their God, and they shall be My people. No more shall every man teach his neighbor, and every man his brother, saying, 'Know the LORD,' for they all shall know Me, from the least of them to the greatest of them, says the LORD. For I will forgive their iniquity, and their sin I will remember no more."

At the end of the 1,000 years, mankind will be tested in the little season of Revelation 20. Most people will rejoice to be loyal and obedient to God's law and will live for eternity in joy, love, peace, and prosperity. Those who disobey will die the second death. From this death there will be no resurrection. Those people will cease to exist anywhere.
