Yes, he was speaking to Jesus. However, Jesus was the Logos or the Word before he came down to earth as the man Christ Jesus.
We might say that God was the great architect of the universe and that Jesus carried out the construction of it. John 1:3 says, “All things were made by him; and without him was not anything made that was made.” Colossians 1:16 reiterates this: “For by him were all things created, that are in heaven, and that are in earth, visible and invisible, whether they be thrones, or dominions, or principalities, or powers: all things were created by him, and for him.” (See also John 1:10; Hebrews 1:2 and Ephesians 3:9.)
1 Corinthians 8:6, “…there is but one God, the Father, of whom are all things, and we in him; and one Lord Jesus Christ, by whom are all things, and we by him.”
